On the issue of access - I am at the stage of writing up my findings of street level research involving local autority workers who are involved in assessing and placing people who present as homeless. I managed to get up to 15 interviews (after over 100 forms of correspondence) and after this the door was firmly shut.

In your ethnographic work, did you encounter any resistance to IT systems or use of technology from SLOs? Or perhaps a speed-over-need approach to using the systems? (Listening but can’t talk at the moment)

I've encountered practical resistance to IT, in the UK Department of Social Security (as was). The direction from the centre was that workers had to give up their paper files. They couldn't function if they did, so to keep things going they had kept surreptitious bundles of files in the well of their desks.
